Legal and Professional Framework

Competence is underpinned by clear regulatory and legal frameworks. Understanding these ensures compliance and protects patients. [1][2]
GOC expectations
The General Optical Council expects registrants to: [1]
- Work only within the limits of their knowledge and skills.
- Refer patients promptly when care exceeds their competence.
- Maintain competence through CPD and reflection. [3]
Employer responsibility and indemnity
Employers share responsibility for ensuring staff are competent, yet individual accountability cannot be delegated. [4]
Indemnity policies cover only practice within recognised scope, and working outside competence risks invalidating cover. [5][2]
Consequences of overstepping
Working beyond competence may result in patient harm, complaints, fitness-to-practise investigations, and reputational damage. Awareness of this framework reinforces why limits of competence must always be respected. [6][7]
