Concerns about staff conduct, immediate safety and allegations

A concern about staff conduct can arise from a child's disclosure, a colleague's observation, a pattern in records or an incident that feels wrong even when the full facts are not yet known. Some concerns are boundary issues requiring management action and closer oversight. Others are safeguarding concerns or allegations that require specific procedures because a child may have been harmed or placed at risk by an adult in a position of trust.
If a child may be unsafe now, address safety first. This can include separating the adult and child, changing supervision, taking immediate management action or contacting emergency services depending on the level of risk. Workers should record what they observed or heard and follow the correct allegations or safeguarding route rather than attempting to investigate the adult themselves.
Safer first steps
- Take the concern seriously.
- Assess immediate child safety.
- Record facts and the child's exact words.
- Report using the correct allegations or safeguarding route.
- Do not confront or investigate alone unless the procedure specifies otherwise.
When staff conduct becomes a safeguarding concern, protecting the child comes before protecting comfort or reputation.
