COSHH assessments, controls, and safe storage

Boxes stacked near a pharmacy doorway

A COSHH assessment records the hazardous substance, the task, who could be harmed, how exposure might occur, and what must be done to control the risk. In pharmacies this covers routine tasks such as cleaning surfaces, receiving deliveries, handling waste, and arranging storage.

What a COSHH assessment should consider

  • The substance and its hazard: what harm it can cause and by which route.
  • The task: frequency, who performs it, and risks from splashing, inhalation, skin contact or accidental mixing.
  • Who may be exposed: the main user plus cleaners, contractors, delivery staff, visitors and the public.
  • Existing controls: storage, containers, ventilation, restricted access, spill procedures, PPE and supervision.
  • What needs to change: safer products, amended procedures, improved storage, additional training or clearer documentation.

Controlling the risk

COSHH uses a hierarchy of control. Aim to prevent or reduce exposure by higher-level measures before relying on PPE.

  • Eliminate or substitute: use a safer substance or avoid the task where reasonably possible.
  • Change the process: reduce handling and splashing or use closed systems when appropriate.
  • Use safe systems of work: restrict access, separate incompatible materials, store correctly and organise cleaning and waste routes.
  • Use PPE when needed: as an additional layer where other controls cannot fully prevent exposure.

Safe storage matters

Storage is a COSHH control. Keep products in suitable containers, clearly labelled, and sited to reduce accidental access, leaks, incompatible mixing or confusion.

  • Keep substances in suitable containers: do not transfer into cups, unmarked bottles or food containers.
  • Separate incompatible materials: local procedures should prevent unsafe combinations.
  • Plan for waste and spills: avoid storing hazardous substances in ways that impede emergency response.
  • Review after change or incident: update assessments when substances, processes, staff or near misses alter the risk.

A COSHH assessment is only useful if staff understand the controls that come from it. Good storage, clear procedures and practical supervision often provide better protection than relying on PPE alone.
